His previous role was Program Director for Aquaculture in the National Sea Grant Office at NOAA (National Oceanographic and Atmospheric Administration) in Silver Spring, Maryland.  In that position, he directed NOAA’s extramural research grants program for aquaculture, represented Sea Grant to the NOAA Aquaculture Office and the Interagency Working Group on Aquaculture, orchestrated a national network of Sea Grant aquaculture extension agents and projects, contributed topical expertise for fisheries, aquaculture and seafood issues, chaired a NOAA international aquaculture science bilateral and provided programmatic oversight and review for four state Sea Grant Programs in the Gulf of Mexico.

He holds a Ph.D. from Ohio State University, where he focused on issues common to fisheries and aquaculture management (i.e., invasive species, water quality and sediments effects on fish growth and survival, dietary transfer of organic contaminants).  His MS in fisheries and aquaculture is from Auburn University and undergraduate studies at Miami University earned him degrees in Zoology (BS) and Philosophy (BA).
